On December 5 Astana hosted the Sixth National Conference on Transparency Initiative in Extractive Industries (EITI).
Every year, more than 100 participants take part in the National Conference on the EITI, including members of the public of the country involved in the EITI, representatives of mining companies, the deputies of the Majilis of the Parliament, representatives of relevant government agencies, Embassies of the United Kingdom, Norway, the Netherlands, international institutions and organizations.
The main theme of the Conference was the result of verification of data on mining companies’ taxes and payments throughout 2012 and 2013 with the Ministry of Finance data on these companies’ income in the state budget according to the 8th and 9th National EITI reports.
It should be noted that Kazakhstan was one of the first countries having implemented the EITI, to prepare national reports in accordance with the new standards adopted by the International Board in May 2013. International experts praised the work performed.
National reports prepared in accordance with the new standards included maximum information which is required to be disclosed for today, namely contextual information on the mining industry, information on budget revenues, dividends on state shares in the ownership, data on volumes of production and exports, the data on transportation, the data on the contribution of extractive industries to the national economy, social investment, and others.
In addition, a brief version of the reports that reflects the key, conceptual information in an accessible information graphic format was published.
For the first time data reports were provided electronically by means of the Integrated Information System of Unified State System of Subsoil Management. It allowed optimizing the process, increasing the efficiency of data verification, and improving the quality of the reports.
Another significant theme raised at the last conference was the implementation of the EITI at the sub national level. In this regard, the Conference was attended by representatives of government agencies from 14 regions and metropolitan cities, which, together with civil society and mining companies have an obligation to promote the principles of the EITI in the regions, including accountability to the public and inform the public about financing of the social sphere in the regions of Kazakhstan.
The decision of the National Council of stakeholders was supported at the end of October by the Administration of the President of the Republic of Kazakhstan. It instructed akimats jointly with interested state bodies and «Samruk-Kazyna» to conduct annual hearing reports on the expenditure of funds allocated by subsoil users on social projects, to provide reports on the spending effectiveness from local and national budgets. These events are planned to be carried out in April 2015.
All sides of the EITI announced the results of operations for the implementation of the EITI in the country and plans for the future. Proposals to improve the process were discussed lively. The fruitful work of the National Council of stakeholders was noted.
For the first time in the history of the implementation of the EITI in Kazakhstan some people were nominated for their contribution to the implementation of the EITI. Stellas with a commemorative inscription were presented to active representatives of the EITI. It was decided that the award will become traditional.
The event was organized by the National Secretariat with the support of the World Bank, GIZ Kazakhstan and other organizations.
